One could go over it.

It's 2,000 feet from the Astoria El to the Hell Gate Bridge. Enough distance to gain the needed elevation.

Here's your problem.

According to DeLorme's Topo North America ver. 10.0 (2013), the land elevation at Astoria Blv N & 31st St is 28 ft above sea level. The land elevation at Astoria Blv N & 41st St is 53 ft above sea level.

A 1% grade for 2000 ft would gain 20 ft. That's taken up by the increase in land elevation.
