The IND plan was kind of weird.

They wanted to build a 21st Street subway as well that would turn east down Ditmars where the Astoria line would merge with it, and then both lines would make their way to Horace Harding Boulevard and Springfield Boulevard via Astoria Boulevard, 114th Street, Flushing Meadows Park, and Horace Harding Boulevard.

I’ve never seen any official provision for service to LaGuardia Airport so I can’t comment on that, but the Horace Harding Boulevard idea was killed when Robert Moses built the Long Island Expressway and against the city’s wishes left no room for mass transit along it.
