Simple. Suburban commuters, all those rich white flighters had the $$$ & political clout. City folks didn't. That may explain why the R1-9s were replaced in dribs & drabs from 1968-77.
But in defense of the TA, lets not forget the numbers. 1700 R-19s v/s 600-700 M-1s. Easier to replace @700 cars (LIRR pre M1 fleet) v/s 1700 R-1-9s which required several contracts from several builders over the years.
