The removal of the Third Avenue El reduced the options for travel to midtown.

The East Bronx never had an El to remove. Its service to midtown was limited all along, and the market was greatly expanded by the building of Co-op City. So the removal of the Third Ave El just made the central Bronx more like the East Bornx, except that the MNRR option existed. So if you build an MNRR option for the East Bronx, things will become more similar.
