The cops weren't incompetent.That would suggest they don't know the law. They most likely knew but didn't care. These interactions used to go one way-the cops way so they had nothing to lose initiating contact. I think many like the w1n of getting someone to submit and put their camera away apologetically asking not to get a ticket. And if it escalated to verbal judo the cop uses other tactics for the status w1n. Turn it into obstruction, revisiting arrest, etc. |
