no matter how you slice it and dice it,,,it all comes down to TRAIN CONTROL. EVERY TRAIN is different EACH END is different, a well seasoned Train Operator will adjust his/her operation accordingly. If conditions warrant and this cannot be done safely or it impacts the train schedule-then your O/S end of story.
