The job of the people who inspect tickets is to inspect tickets, not to "move on" with a make-work job. As opposed to a bus driver or a one-man streetcar, where the time to inspect fares competes with the time to operate the vehicle, here the primary job of a ticket inspector is to inspect tickets. So long as the person doing the job has an elementary school education, it is not very difficult. |
