Actually, Flatbush was never planned to be a terminal station which is why it’s constructed the way it is. The Xover between platforms was always there but the original one was temporary possibly made of wood and it was said that you cold stand on that platform and see down into the tunnels. When the IND first opened to Bkln in 1936, the temporary terminal at Rockaway Ave was 2 temporary wooden platforms that covered over the lcl tks. A trains switched to the exp tks at Utica and operated vial the exp tks to Rockaway Av stopping at the temporary platforms at Ralph Ave and Xing between the exp tks N/O Rockaway Ave.
