They don't consider the #4 as the Utica Ave. Subway because Utica is simply one of the stations as it runs along Eastern Pky. when the line crosses Utica.

Keep in mind the for #4, Utica is a part time terminal because it terminates at New Lots Ave. when the #3 is not running in Brooklyn.
