It actually looks to me like a mid-construction photo of when they were re-directing the El to Jamaica. Notice that the Jamaica-bound track is connected via a switch to the existing line- but the Manhattan/Williamsburg track is incomplete.

Perhaps part of the incline structure was used for work trains during this period, or perhaps this was new construction. But either way, it strikes me as having been taken during the Dual Contracts work.
