Either that or a bulb blew out at some lightly used inbound station at night thereby "stranding" a passenger?

All it takes is one nasty letter or a politician getting involved and PRESTO, a forever policy get changed.

Here comes passenger complaints of hard stops, with the shop now dealing with flat wheels and excessive brake shoe wear.

But what the hell, when a SEPTA rail vehicle over runs a station, they put it in reverse anyway right back to the platform.
