They initially replaced the Gibbs Hi-Vs because the TA wanted all the Hi-Vs off the road as early as possible. The same thing happened on Bway. the Bway Exp always needed a few trains of
Lo-Vs to make full service so as new cars were assigned to those lines the first cars to go were the Hi-Vs followed by the few remaining Lo-Vs that both of those lines had.
