More than likely it was sometime during the winter months, so it's quite possible there was a cold weather plan in effect. Two cold weather plans that I remember very well were the use of the Brooklyn-bound track on the Larry between 8th Ave and 3rd Ave. and the BMT Broadway express tracks south of Times Square. |
