Limited use passes will still have people counting rides and once people are counting rides they might realize they can walk or bike share or just make do with a far smaller number of fares.

SEPTA is the only agency that is wed to this concept. Most market research shows that "unlimited" whatever is a strong psychological motivator that can get people to pay more even if they don't care that much. It also helps boost ridership statistics because people will use their passes for short hops in place of walking.
