I remember hearing that the decision to add neighborhood names to most terminals in recent context was one by a senior director at Operations Planning during the early 2000s. While their later replacement did not feel as strongly about the subject, some neighborhood names, such as Harlem in Harlem-145th St were removed since the station itself was not necessarily at the heart of the neighborhood, anymore than say, 125th St was. Likewise for Lower Manhattan-Whitehall St, more appropriately FiDi-Whitehall St today anyway.

Of course, there’s still inconsistencies, and when it comes to station signage, the neighborhood names are generally not included.
