You mean they'll allow NJT on the Lehigh Line between Alpha and Bloomsbury, to bridge the gap on the former CNJ created by I-78 severing the ROW? I never heard that.

And NS would not necessarily be a factor "west of Phillipsburg" if the former CNJ ROW were used and the LVRR bridge were to be rebuilt. Besides, NS is not the only factor by far.
