Sure, he wanted to go somewhere and it's his biz where, when and why. He has every right to roll around just to get outside.It's also up to him not to tempt fate. Crossing live RR tracks with something meant only to go from your front door to a lift-equipped vehicle is tempting fate. CA has paratransit service. There's hassles to using that, but if you have a hazard like RR tracks on your route it's what you gotta do. You'd certainly want to use paratrans go grocery shopping, it's pita to load stuff onto a wheelchair. |
