One would think they might have instituted getting dispatcher permission first line on PATCO.They have, kind of, through a system called Mode Awareness Tool (MAT) (152.2 KB PDF file). MAT simple send an acknowledgment of permission granted back to ROCC and records that massage to the train Vehicle Monitoring System (VMS). No where in the description of MAT does it say a the train can not move with no permission granted. I think WMSC required WMATA to implemented MAT to trace the source of any human error.
