NYCT & The MTA parent org. never buy "off the shelf" Requirements for rail cars they buy are determined by NYCT engineering with concurrence of a consultant firm.

Since NYCT has the largest fleet in the US, do they not buy "off the shelf" because they set the standard for subway car components (because of NYCT's size) and they feel "off the shelf" doesn't meet those specs?
