If you're going to use an arbitrary number for W4, what's wrong with using a number based on a known fixed point. Anyway, it makes for a good trivia question.

There is no single dependable zero point that can't be compromised in some way. The Myrtle, Liberty Avenue Line, and Franklin Shuttle are all chained from a long demolished zero point.
