Every item that goes into the manufacture of a subway car is supposed to meet rigid smoke and flame standards. For example, I recall going to a test of the flooring material used on the R46 which had to resist 1500 degrees for 20 minutes. I'd be hard pressed to believe that level of damage occurred without an accelerant. Then again, I am not a fire marshall.
