MTA's policy is to rent each square millimeter for the highest price possible. I too think that some of it should be let at lower rates to lower cost vendors, but a) it won't happen and b) think of the shenannigans that would ensue around who gets the lower cost space.

On the balance, I'm OK with GCT not having value-for-$$ food vendors, now that I think about the complications. Would be nice, but its not essential. You want low value, you brown bag it or look down the block and see if there's still a hole-in-wall type bodega. I think there's still Dunkin Donuts on the block, their $1.49 mini-wrap isn't bad. Same thing is 99c outside New York.
