Is that requirement limited to within 15 days? Usually a lot of this would be settled out of court and there would be no need to ever release that info.

That's the point, innocent people are bullied into accepting a plea without a realistic opportunity to confront their accuser. They can stay in jail, loose their job, loose their house and loose their family or plead guilty and get some non-jail punishment that has steep backside consequences when it comes to background checks or social benefits or who knows what else.

You are literally advocating for a legal system that uses the testimony from secret informants to send people to jail.

Either way I can assure you I am never going to witness a crime in NY.

Note:

In all criminal prosecutions, the accused shall enjoy the right to a speedy and public trial, by an impartial jury of the State and district wherein the crime shall have been committed, which district shall have been previously ascertained by law, and to be informed of the nature and cause of the accusation; to be confronted with the witnesses against him; to have compulsory process for obtaining witnesses in his favor, and to have the Assistance of Counsel for his defence.

You can choose to participate in the criminal justice system or not, but the alternative is literally un-American. Truth is that eye-witness testimony is already notoriously unreliable, so the replacement by cell phone and CCTV video is a welcome change.
