It's the best they could do to get a wheelchair lift into a 1940s vehicle which was never intended to have one. The lift is at the center door, but it is cumbersome and complicated for the operator to set up and use. The total cycle time (unlock, rotate, deploy, lift, disengage, rotate, lock) takes several minutes. Ironically, these lifts actually make the PCC-II cars the only ADA-compliant trolleys in Philadelphia.
