I think they did say it at one point. But it certainly wasn't stressed, and I figured it had to be a mistake. This will be the only instance in the whole subway system where two consecutive stations on a line (Fifth Ave. and Times Square on the 7) are within a common fare control area.

If they had built the Dey St. passage with an inside-fare-control portion, and still built the connection between the E WTC terminal and the R Cortlandt St. station as they did, then the A/C would have had an inside-fare-control walking connection between the Fulton St. and Chambers St. stations, and by extension the 2/3 would also have had a connection between the Fulton St. and Park Place stations. But they didn't.
