One can speculate that the wipers weren't included because at the time the IND subway was planned,the takeover of the Culver & eastern end of the Fulton St El were proposals & not carved in stone. They Didn't want to spend the extra $$$ on a maybe. A NIMBY fight over yet another Elevated line in the Bronx was avoided when the NYW&B ROW became available & converted into the Dyre Ave Line. Thus, the IND Elevated extention was avoided. If the Concourse extention were to be built, It most likely would have had been a subway.In the 1940s, NYC was on a crusade to rid the city of as many Els as possible, let alone build another one. WWII would have put a stop to any Concourse extention anyway, making any extention plans moot. |
