Losing trains in the slush

Byford says that the transponders are on the tracks, in the four feet between the rails. Perhaps they are and I've never seen them. What I have seen are all the 10-foot tall aluminum poles all along the outdoor tracks with devices attached to their tops, connected by visible black cables running down the poles, that I've assumed are the transponders. If they're not, what are they? In the underground stations the devices are attached at the tops of the walls.
