Older tunnels can be rehabilitated.
The process would strip the walls to the rings and reinforce them.
However, the new lining could be made to fit larger rolling stock.
The Steinway Tubes are very restrictive, considering how they were constructed, with tight clearances, and irregular distortion due to shifting.
The MTA did the best it could do at the time to correct the distortions, but that only lead to slow speed orders.

These are very old tunnels, older than the original IRT Downtown crossing.

Even Amtrak's Hudson Crossing is nothing compared to the Flushing line tubes,as far as Replacement goes.

The process of elimination places the Hudson River tunnels higher priority, but sooner or later, the question of the day is going to be what do you do when one of your most important transportation arteries faces collapse, shut down, and/or needs replacing.
