Building HSR in the Central Valley was originally Brown's idea. I never agreed, but I get it. He knew that funds were limited and that costs in the Bay Area and LA were much higher than building relatively in the middle of nowhere. The risk was that they spend the money to improve rail in the two major areas and once the money is gone everyone says "ok, great. We're good now!"

I think the opposite. Making transit better in LA and SF will increase demand for a better connection. A demand that is there now, but waning.
