When 2 way radios were first installed, they had that capability of being connected to the train’s PA system so that the command center could make direct announcements to the train’s passengers in the event of a serious delay. The problem was that the 12s, 14s and 15s (like the R-1/9s and R-10s on the BMT and IND) lacked PA systems so the whenever one of them was on the head end those announcements could not be made. Eventually, all those cars were retrofitted with PAs with the exception of the R-1/9s so they could be used again on the head ends of trains. Of course on the IND which didn’t mix R-10s with anything else in most cases, there was no choice but to have them on the head end. Just before the last of the R-12/14s were retired, the C/R controls (caps & triggers) were removed completely and the seal beam headlights relocated directly above the taillights as they were on the R-15s and up.
