and then the inspector would be arrested for that on some pretext, followed by the homeowner being fined for an inadequate inspection.
Is it stupidity, or is it an excuse to harass Kulaks homeowners?
Probably more of stupidity, but in today's NYC I wouldn't rule out the latter.
