It may be that the sealed up exit/entrance at the S/E of City Hall was intended as an access to the lower level platform. As I mentioned in another post, the original plans fpot the BRT/BMT Bway Subway were to have the lower level go through and the upper level be a stub terminal for local trains coming from Queens. The middle tks at cnal were supposed to be connected through as exp tks to points uptown and the Bridge tks would have gone across Canal St to West St. The present arrangement was temporary to get Bkln passengers up Bway prior to the completion of the Montague St tunnel but when plans for the Xtown subway were shelved the arrangement became permanent. |
