Perhaps the deal is that OSHA would want qualified steelworkers to be trying to erect something of that size, not some well-intentioned buddies with a rented backhoe. Ditto the building inspector would want licensed plumbers and electricians. There was a notice in our local building department that any amateur failing an electrical inspection would not get any more inspections/approvals until he brought a pro in. A volunteer group could still pull this off but pros would be needed in their ranks. Not running afoul of workers insurance is an issue. So is getting someone to insure against public liability. Lastly, town planning commissions don't like projects that stall half complete for years, they would be reluctant to approve something that counted on enough volunteer man-hours.
