LA Metro includes maintenance in their budget. ;)In WMATA land routine maintenance fall into the operating budget. Procurement of new equipment and or replacement, new construction and major infrastructure rehabilitation is in the capital budget. WMATA's combined budget is still less then half of the figure quoted in the article. Side note: The capital costs for the construction of the Silver line branch is not in WMATA's capital budget, as that construction project is under the management of the MWAA.
