Well then, maybe Nixon should have deregulated the railroads

If Nixon had deregulated the railroads, every passenger train in the country would have been cancelled the instant the deregulation went into effect.

rather than going the other direciton and doing stuff like creating Amtrak.

Dude, the railroads asked him to create Amtrak.

Obviously, they would have preferred to cancel all passenger service entirely, but accepting that the government would never allow it they instead demanded that the government take it over.

Might have resulted in things like the PRR and NYC separating from Penn Central (for example),

The PRR and NYC merged because they were both going bankrupt. Why on Earth would they have wanted to separate and split up their assets, only to end up having to compete with each other?

and private investment in high-speed rail in earnest.

Pipe dream. Private companies can't build high speed rail on their own. Governments can build it, and governments can pay for private companies to do it, but private companies simply lack the ability to independently build high speed rail networks.
