The GWB was built with provision for adding a lower deck, so it makes sense that that would be built, rather than a whole new crossing at 125th St. And it's hard to envision how a 125th St. bridge would connect on the Manhattan side. It's certainly a good thing they didn't try to turn 125th St. into an expressway. The other proposal that was considered at one time, a bridge from the Cross County Parkway to Alpine, NJ, would have been just as bad, potentially ripping up the whole Downtown Yonkers/Getty Square area. And the Tappan Zee Bridge was built where it was because that was just outside the zone in which the Port Authority had the exclusive right to build trans-Hudson crossings.
