Well, they can rig one of those metrics with zero extra work: Keep the existing speed limits and timers, which means less time savings.

Eye dunno anything about those tracks, but I'll bet if it ran 50mph in the express section it would still be on the tracks when at the end. I'm guessing the actual average will be around 25.
