All he needed to do was create enough space between the two sets of travel lanes to allow subway trains to rise from the Queens Boulevard tunnel, run along the highway at grade and then go back down when the road reached the airport. Moses wouldn't even consider it because he hated the idea of anything competing with his roads. |
