By the 1930's, neither the IND, nor the Port Authority had any real interest in subway service on the lower level of the GWB. Ditto for the original 2 center lanes of the upper level, which were supposed to bring Public Service streetcars over the bridge. If you look at any of the proposed rail plans for the lower level, no routes had been really designed for the Jersey side. Back then, they were content with letting the Jersey buses terminate at 168th St & Broadway. Robert Moses also was not connected to the Port Authority of NY & NJ, so it did not concern him.
