Leniency by the courts and the prosecutors is definitely a problem. In some Asian countries, the perps are actually flogged for such offenses. Maybe if the Constitutional ban on so called “cruel and unusual” punishments were eliminated, crime would plummet, and of it were done on a regular basis then it would no longer be “unusual.' |
