This all seems very odd. Usually, charters are sponsored by a recognized organization, such as CERA or Illinois Railway Museum. In the absence of a sponsor, is this a CTA event? At only $10.00 a pop, it's hard to see how a profit after expenses for a Heritage Fund is realized.
