Funny that I hadn't thought about that. I thought that was a pretty good way of doing it.
Downtown streets and stops are closer together. There's the sights, and the districts. Tourists I hope too (since it's a fare free zone).
Outside of downtown you want to travel rapidly.

It makes sense to me.

It's just the stairs I wonder about. I wish I took an image of it. It's stairs with no railing.
