The mezzanine was set up as a pedestrian passage, and there were retail shops all along the length of it, I guess to generate additional revenue. With Port Authority Bus Terminal adjacent, there was a lot of foot traffic through the concourse.Passenger convenience was definitely not part of the equation. |
