When something like this happens, the first train near a control tower needs to dump its load and move out of the way. The Conductor from that train would then move to the control tower to operate the switches for subsequent trains. That is the only way to get a tower manned in a hurry. There is no way that other Tower Operators could get there before hell freezes over.
