If electrification were to be extended to Albany it will likely be 3rd rail since it already in place as far as Croton/Harmon.

There's only one country in the world with somewhat medium distance third rail, and it's been banned for any future electrification scheme. Either you electrify that corridor at 25kV or not at all. A third rail sub every mile or so gets expensive *very* quickly.
