There's no market because the service sucks.

In any case, there alreads is a market by replacing the local service along that line. Babylon is just a convenient turning location with a yard. The Port Jeff and Ronkonkoma trains can all express after Hicksville allowing this to handle the local customers. Such a new route would make use of the newly added Grand Central capacity.
