You want social or environmental reforms, then pass a law

Duh. Of course, the secondary effects of oil won't be properly accounted for until the proper legislation gets passed.

But it will be passed eventually. Too many Republicans in the Midwest and South are suffering from multiple 100-year floods in a single decade.
