That's possibly open to debate. One could argue (I won't, but one could) that the EU is not willing to allow the UK to have the same terms of connection after Brexit that they are currently extending either to Canada or to Norway. If that were proven to be true, that would be "punishment."

One could also argue (and this one I might support) that because of the Irish Good Friday agreements, to which another EU member is a party, the EU has an obligation to treat the UK in a special manner post-Brexit that they are refusing to allow. In support of this argument, one can point out that various senior EU officials like Juncker (what an appropriate name!) have been known to wave away Ireland as an unimportant issue, when it isn't.
