mmm, maybe not. One example: In Massachusetts, a number of people convicted in court who were to be collared by ICE immediately after were ushered out of alternate exits, away from the ICE agents. That's encouraged by the State House; were it not, there would be a number of newly unemployed judges, or even orange jumpsuits issued to said judges and whoever else facilitated.

When you have a desired outcome in mind AND have the machinery of a State government, many ways can be found to skate up to, around, under and over Federal law. States have such abilities in part because the Federal government was not meant to be the sovereign power of the USA. It -was- intended to have authority over interstate matters, such as defense and immigration.
