They also went with 1.5kv overhead and 1,067mm (cape gauge) track, the most common configuration in Japan yet hardly found anywhere else, especially for new builds.

Jakarta has long been a 2nd home to Japanese commuter/metro trains for their commuter system, they probably wanted to keep the option of being able to acquire impeccably maintained rolling stock for essentially their scrap value.
